Call to Order & Welcome by President Steve Lilley
Introductions
Present: Steve Lilley, Joy Warren, James Cochran, Aggie Rogers, Ella Moore, Christine Barrier, Dave Goff, Johnny Hensley, Robbie Furr, Frances Turner, Karen DeBord, J.B. Coltrain, Steve Washburn, Sandy Wiggins, Vicky Nelson

Minutes from March meeting were not available. Steve Lilley recapped main information discussed. Representatives of participating Extension professional associations decided to study six policy areas that significantly affect our work lives and report recommendations to administration and members of associations. The general areas are technology, EMAPS, CEMPs, multi-county work, scholarly activity and salary equity. Several board members volunteered to draft brief statements of the issues and opportunities involved in each area. The purpose of the statements is simply to outline current status, concerns and opportunities for associations’ consideration. Recommendations will be presented at the annual forum in December.

The Financial Report was given by J. B. Coltrain. A copy of the report was given to each member. Checking account balance on hand as of October 12, 2001 was $1,552.02. The Share account had a balance of $63.24. The Money Market account had a total of $3,068.42. A motion was made by Christine Barrier and seconded by Dave Goff to accept the report as given. The motion carried.

1. Association Updates
Specialists – Steve reported that the specialists will meet on Wednesday. Steve Jones, the new Outreach position will be the speaker. Officers will be elected. The November retreat has been postponed due to lack of funds.

4-H Agents – Robbie Furr reported that the state meeting was held in Raleigh last month with 128 members attending. Officers were elected. A delegation of members also attended the National association meeting in Bismark, SD.

Agricultural Agents – James and Johnny reported that the state meeting was held in Asheville. Meg Scott Phipps was the keynote speaker. The national meeting was held in New Mexico with a delegation of 75-80 representatives from NC. Plans are underway for the State meeting in Rocky Mount. It was also noted that the 1st female vice president was elected – Marjorie Rayborn. North Carolina is also bidding for the National conference in 2008.

Secretaries – Ella Moore reported that their state meeting was attended by 200 members. They enjoyed entertainment by the District Directors and Agriculture Agents. They have shared exchange visits with other states. They have had one representative from the association to attend PILD.

Program Assistants, Associates and Technicians – Aggie Rogers reported that the first state meeting was very successful with 125 in attendance. They currently have 150 members in the association. Officers were elected. Aggie expressed thanks for the support of the other associations in helping them start their organization.

FCE- Frances Turner reported that their state meeting was held in August. She stated that offices are loosing staff through retirement (28%). Sandy Zaslow is doing research looking at the last 10 years. There has been a reduction in FCE positions by 48%.

2. The annual Federation Forum will be held Friday, December 7, 2001 in Lee County. Refreshments will be served at 9:30. Association Reports will be given as well as presentations of the Issues. Outgoing officers will be recognized and new officers installed. The Forum is limited to 10 members per association (approximately 75 people). A $10 fee per attendee will be charged to each association for meals. Because of the travel situation, the Agricultural Association paid mileage for their members to attend the Forum last year. (.24 per mile) A motion was made for Federation to pay each attendee .24 per mile to attend the Forum. Discussion of money being given to each association for travel; propping up travel subsistence; purpose of Federation is a voice to administration; drop $10 charge to encourage associations to help with travel. The motion was dropped. New motion made – Drop $10 fee for meal and encourage associations to help attendees with travel costs. Motion carried.

3. Issue Presentations Discussion
Reports will be compiled by Denise Brown and given to Administration in an appropriate amount of time prior to the Forum. Members also discussed having a reaction panel to give feedback to comments made by Administration. We also need some type of written response from Administration. A motion was made that reaction comments, and questions will be open to the whole group. Motion carried.

Salary Equity – Steve will encourage Joe Zublena to give an overview of salary funding sources as he has done at the district meetings.

EMAPS – J. B. will add specialist’s comments to his report.

CEMPS – Steve has not received any information from Roger. The 20 CEMPs have been reduced to 5 focus areas. The 76 objectives have been reduced to 50-60. Other issues – Focus Teams, incorporating Faculty Activity Reports, and marketing issues.

Multi-county Work – Denise stated that it is not limited to geographic area but also includes teamwork with other agents in other areas. She will also add comments from Agriculutre And Specialists.

Scholarly Activity – Steve Washburn will include agent comments for specialist’s evaluations.

Technology – report will be given by Steve Lilley. Basically there is no money to upgrade technology. Discussion on restrictions on use of providers.

All issue papers should be revised so that they can be sent to Administration, who will then have time to prepare a written response. Revisions are due to Steve by October 31.

Each issue will be presented at the Forum briefly, so that Administration will be given more time to respond and more time for questions. Thirty minutes per issue will be allowed on the agenda.

4. Federation Webpage
The webmaster position needs to be added to the bylaws. Duties would include updating current information on officers, Association meetings and links to association pages. Steve will write up a description.
